City of North Vancouver - Erika/Heather

  • Esplanade block from Lonsdale to Rodgers
    • Staff acknowledge this block is not working. They will remove street furniture and try planters to separate cycling path from walking path.
  • Esplanade Long Term
    • COVID and staffing capacity has pushed back consultation timeline, along with need to give leadership confidence in proceeding forward — it’s an expensive and significant project. Strong recommendation to do more legwork, which they have done and continue to do, making sure key stakeholders are included
    • After looking at other options, staff recommend that Esplanade is the most efficient, logical and connected cycling route in terms of commercial and transit access
    • Initial stakeholder engagement w/ Lower Lonsdale BIA, NV Chamber of Commerce, TransLink departments incl. Major Road Network folks, Port of Vancouver, BC Trucking Associations, CNV Ops and Fire Departments, and HUB of course. Discussed what is and isn’t working well for those groups + various tools within the Complete Street toolbox. Some agreement between them on what doesn’t work well which includes the perspective of cyclists.
    • Stakeholders preferred each user group to be separated. Drivers and cyclists often feel uncomfortable side-by-side. Truck drivers say they slow down quite considerably and feel quite stressed — lots going on there. Don’t want to create more conflicts between fast-moving cyclists and people walking.
    • Parking: Off-street parking identified by BIA, CoC as key opportunity to look at more; move more of the parking demand into those off-street lots that have a lot of availability.
    • Oct 5: Council endorsed complete street for Esplanade
    • Timeline: Fall 2020 Community engagement followed by detailed design in winter and more engagement coming winter-spring 2021; finalize design based on community feedback, in spring 2021; construction to begin in summer/fall 2021 (subject to funding and external grants — need to know they have the $ before they start construction)
  • 1st Street / 2nd Street Corridor
    • Parking protected on N side. Where no parking, concrete barries to separate bike path. Southside, concrete barriers as well. There's a number of driveways so quite a bit of green paint and other elements to highlight areas of potential conflict. Updated design on the project at https://letstalk.cnv.org/west-1st-bike-lane-upgrade
    • Will complete most of the work in off-peak hours. Have done some of the paving work already including some work on the bridge that connects 2nd to 1st (smoother entry and exits)
    • Timeline: End of Oct beginning of Nov substantially completed
    • In 2023 LEC will connect to the wastewater treatment plant and 1st will be repaved.The City should be able to keep most of what we build now and then have the opportunity to re-assess in 2 years

District of North Vancouver - Don/Ryan

  • 2020 Transportation workshop - Nov 9th
    • staff proposing a multi-year implementation plan to Council for appoval
      • Generally align with our priorities, though not completely.
  • 1st Avenue West
    • Parking protected bike lane once. Treatment plant construction allows. Will be coordinated with City design.
  • LV rd & E 29th
    • Reduced fast lane width on Lynn Valley Road allowed a 0.3m bike lane buffer space after repaving. Will install permanent style plastic posts this fall. This will allow passing as the cycle lane is only 1.5m
    • Plastic post should be installed in the ext month or two install on East 29th as well
    • Public consultation for Upper Lynn Valley Road bike lane postponed until at least the fall
  • DNV Priority Bike Network Engagement
    • The received over 1000 inputs to the survey. Should get results in the next couple weeks
    • Plan to present priorities to Council at Nov 9th meeting.
    • Requested a review prior to this presentation
  • Marine / Mcguire pinch point
    • DNV reviewing internally to see what can be done with the space available.
  • Lower Lynn Wayfinding signage
    • Reviewed with staff and they were most receptive. Updated version in Sep/Oct???

    • Consultant is working on options expected in Fall, hoping to build in 2021.

District of West Vancouver - Paul/Peter

**Marine Drive eastbound protected bike lane: Lions Gate Bridge northbound terminal to DWV municipal boundary. We understand that this project, a top priority for HUB North Shore, would be carried out jointly with DNV which already has the funds available on its part.

2. Welch St Bridge approaches: With shared cost funding with the District, we understand that Park Royal plans to begin the widening the pathway on the south side of the bridge in early 2021. Important to the success of the widening are the access arrangements at each approach and exit, as well as the correct configuration of the vehicle lanes and sharrows. We understand that the District is responsible for the design of the approach at the east side of the bridge.

3. Marine Drive, Taylor Way, Park Royal area bike network connections: Consistent with Park Royal's existing (and forthcoming) mobility network plans and DWV bike network plans are the following: Protected bike lanes along the perimeter of the Park Royal's Gateway Residences development adjacent to Marine Drive and Taylor Way. Connection along Taylor Way from Park Royal's Gateway Residences development to the Spirit Trail and the Welch St Bridge western access. Protected bike lanes on either side of Marine Drive between Taylor Way and the two bridges over the Capilano River Safer connections for cyclists crossing the traffic signaled intersection at Marine Drive and Taylor Way. An alternative bike path to the Ambleside Spirit Trail through Park Royal property to Pound Road and continuation on the south or north side of playing fields to 13th St. A proposed route westbound from Taylor Way along Marine Drive to the next signaled intersection.

4. Ambleside Spirit Trail: Completion of the separated bike path from 13th to 18th Streets.


5. Strategic Transportation Planning: Consultation with HUB North Shore on updating and improving the District's bike network.

6. Hwy 1/99 protected bikeway: Haddon Drive to Westcot Rd together with improvements for active transportation at Taylor Way interchange terminals.

7. Development of ‘Slow Street’ circuits in Ambleside and Dundarave: Connecting elementary and secondary schools, parks and municipal buildings based on the experience of the 2020 Bellevue Slow Street pilot project: Belleek between 18th and 25th, - one or more diversions to motorized traffic to slow down through traffic. Slow Street circuit #1 including Belleek, 14th St, Mesquite, Haywood, and 25th St. Slow Street Circuit #2 including Belleek, 13th St, Keith Rd, 12th St, Kings, Jefferson, and 25th St.

8. Horseshoe Bay: Bike lanes on Royal Avenue and Bay Street.

9. Upper Levels Bikeway: Bikeway from Westcot to Horseshoe Bay on the north side of Hwy 1/99, including item 6 above and coordination with DNV and MoTI on Hwy 1/99 Capilano Bridge improvements for cycling. This is an important connection between West and North Vancouver Districts.

10. Capilano Pacific Trail: Consult and monitor Metro Vancouver's plan to improve the Capilano Pacific Trail north of Clyde Avenue.

11. Wayfinding Signage: HUB North Shore input is required on John Calimente's plans for wayfinding signage north from Keith Road and east of Taylor Way.

MOTI - Antje/Don

  • Lower Lynn - Monthly meeting
    • Phase 3 - Construction around Main St and the Ironworkers bridgehead
      • Main south side path closed for Oct into Nov - most detour improvements that we requested have been done
      • Bridge west sidewalk closed all winter into spring
