City of North Vancouver - Nadia/Sophia

CNV Key Contacts & Staff Meetings

  • HUB’s primary contact: Brandon Green
  • Meeting with staff on September 21st. CNV staff present: Brandon Green, Elicia Elliot (new manager of transportation planning), Kliment Kuzmanovski, Justin Hall.
  • Completed bike ride with CNV team on October 17th at 3:30 PM


Summary of current/upcoming CNV projects - this year & beyond St. Andrew’s

  • Still a hot spot for the city with some vocal residents keen to have the road return to its original state
  • main goal was slowing traffic; from this perspective it has been successful based on recent data -no data yet on bike usage; more data coming in November
  • education required for residents on how to cross pedestrians/bike lane and then enter the road -delineators will not be put in place until any changes are finalized
  • some parking creep into the bike lane is occurring but delineators will deal with this issue -comments from HUB in the NSNews article were challenging for city staff; some residents latched on to the comments as evidence that the bike lanes weren’t necessary or working

Esplanade

  • cycling and pedestrian infrastructure should be finished by end of year; green paint may be delayed until spring
  • some negative feedback from roadies that the bike lane slows them down too much but positive otherwise
  • still waiting for temporary push button at 3rd and Forbes

Forbes

  • larger changes are intended at this intersection but dependent on discussions with the Squamish Nation
  • Nation is open to changes to reduce traffic cut through but discussions are currently slow. Any significant change would require excavation and this is the site of a former residential school, and therefore there are larger implications that need to be considered

Casano-Loutet Overpass

  • new legislation requires any project that touches provincial land to have First Nations consultation -because this goes by a river, an archeological survey is underway to assess if this is a place of importance; this should be complete by summer
  • if all goes well, construction will begin in 2023 and complete in 2023

Upper Levels Greenway

  • lots of community questions and they have been researching answers to these questions to go back to community members
  • lots of interest in the route along 25th; will need spurs to other amenities like schools
  • discussions underway with MOTI to ensure they are on board with the proposed changes
  • need to clarify how this will cross the highway on/off ramps.

4th and Chesterfield

  • in line to get a bike light but no timeline

Midtown

  • planning for this will most likely start in December/January
  • connects West 1st bike lane to Casano-Loutet/route not yet decided
  • would like to hear HUB’s perspectives early in the project

Long-term north/south project -Jones and Chesterfield


ITC - Dana & Jonathan

  • May meeting postponed to end of month (no updates)


District of North Vancouver - Fred/Don

  • Meeting with Staff - next meeting early November?

    • Mtn. Hwy to Peters Road (Phase 1) - mostly built
      • Parking in loading zone (and bike lane) near Maple Leaf Garden centre is a problem.
    • Public consultations for Peters to Dempsey (Phase 2) - next spring?

    • Spans are in ramps underway, complete by new year?

    • Initial design looks good, gave comments

District of West Vancouver - Paul/Peter/Mike

AT Projects Planned for Phase 2 Implementation

Sean O'Sullivan has provided us with the following active transportation projects that are planned for Phase 2 implementation:

  1. Mather Ave MUP from Hadden Dr to Westcott Rd. – This will be a 50/50 cost sharing agreement with TransLink. We are behind on this project. We met with MoTI this summer and showed them the concept design. Because the new design converts one WB lane to a MUP, they have asked us to do an analysis of the impacts it will on the Taylor Way/WB ramp intersection. We hope to complete the analysis this fall and get MoTI approval of the concept before the end of the year. The detail design, final MoTI approval, and construction is planned for 2023.
  2. Marine Dr 26th to 31st bike lanes – We completed the preliminary design and concluded that we could not achieve protected bike lanes for the full distance with the budget provided. We are going to go back to council to show what we can achieve and confirm how they want us to proceed. This is a 50/50 cost sharing project with TransLink.
  3. Sidewalk design – Based on the Pedestrian Network Study, we have selected a number of locations where we want to construct new sidewalks. We are going to issue an RFP for the designs shortly. The new sidewalk segments will be constructed in 2023. This is 50/50 cost sharing project with TransLink.
  4. Marine Drive Bike Lane east of Lions Gate Bridge – The District of North Vancouver is managing this project. My understanding is that the design should be completed this year and construction should start next year.
  5. School Safety Review – We are meeting with each school to document the safety concerns they have. The focus will be on pedestrian and cycling safety concerns. We will then develop a work plan to address the safety issues around schools. We hope to have report prioritizing improvements across the District before the end of the year.

Schools - Paul Janzen

  • Here are the stats outlining the growth in HUB educational programs in primary schools within the Lower Mainland:
    • 45 Learn2Ride and 22 Ride-the-Road this Fall (2022). (30L2R, 8 RtR in 2021). Approximately 70% growth over Fall 2021. Already taught more kids in Spring this year than all of 2021! Around 75% of the way towards meeting our 2025 goal of having every student in metrovan participate.
    • Richmond, Vancouver, New West, City of North Van, Coquitlam, Port Moody, Pitt Meadows - we are in all schools every 2 years. Burnaby, District of NVan, Delta, Maple Ridge getting there.
    • We have taught at the following schools this year:
      • RTR - Westview; L2R - Cederdale (West Van), Cove Cliff, Eastview, Ross Road (North Van).
