'''November 6 motion''':

**WHEREAS in 2022 Council unanimously approved the City’s Mobility Strategy with the vision of having healthy streets that work for everyone with specific actions outlined, including those in part 5C: Supporting enforcement that reduces dangerous behaviour and prioritizes protection for vulnerable road users;
Events
Need a coordinator/organizer for events
WHEREAS in 2020 Council unanimously approved the City’s Safe Mobility Strategy, with a vision of safe streets for everyone, as places where people of all ages and abilities can move safely and comfortably without risk of harm, no matter where they are going or how they get around;
Fall Go By Bike Week. Oct 16-29, 2023
Mon, Oct-16, 4-6 PM - 13th and Argyle - Ambleside park entrance - DWV
WHEREAS people in the City often experience the behaviour of some drivers that exceed the posted speed limits and intersection requirements found in the Motor Vehicle Act that may result in negative noise and safety impacts;
Peter & Paul
Tue, Oct-17, 7-9 AM - Second Narrows Bridge - NE off ramp - DNV
AND WHEREAS ICBC data indicates that there are more than 60 intersections in the City of North Vancouver that have had 20 or more casualty crashes between 2018 and 2022.
????
Wed, Oct-18, 7-9 AM - Grand Blvd & E 13th - CNV
THEREFORE BE IT RESOLVED THAT staff be directed to investigate and report back to Council on the implementation of no right turn on red lights at all intersections where there were over 20 casualty crashes during 2018 to 2022;
????
AND BE IT FURTHER RESOLVED THAT the Mayor write to the Provincial Government to request that it install speed and red light cameras at all locations in the City of North Vancouver where there were over 20 casualty crashes during 2018-2022, or that it allow BC municipalities to install speed and red light cameras at their own cost and collect fines.

*Casano-Loutet Overpass/Midtown Connector
**still waiting on permit
**no update on the Midtown Connector

*Upper Levels Greenway
City of North Vancouver - Nadia/Sophia
**discussions underway with MOTI to ensure they are on board with the proposed changes as 25th is currently the proposed route. This should allow for general mobility improvements around the Lonsdale/highway interchange area
7 PM Mo Bot - Design Guide for Bus Stops Adjacent to Cycling Infrastructure

*4th and Chesterfield
Project Summary
**bike light and bump outs are currently being constructed

*St. Andrew's
TransLink is working with the Province to develop design guidelines for floating bus stops. There is an established province-wide working group that has been participating in the project for the last year.
**update [https://www.nsnews.com/highlights/changes-penned-for-st-andrews-avenue-cnv-7319782 here] from the NSNews

<!--'''Forbes'''
TransLink is now inviting the City of North Vancouver to test some of the potential design interventions as a physical pilot project. The pilot stops in our community are on Esplanade and Forbes. TransLink would like to gather as much input from diverse stakeholders as possible and would like to invite interested HUB members from within CNV to participate in evaluating the pilot locations.
**larger changes are intended at this intersection but dependent on discussions with the Squamish Nation
<!--'''E-Bike Share'''
*Lime is swapping out their fleet with their newest generation of e-bikes. These bikes have better power for steep hills (but have the same speed restrictions), better battery life, and their hardware will help Lime improve parking compliance in North Van. Increase in helmets on the bikes, but feedback on helmets has been limited thus far. Looking to collect more feedback and data re: helmet use, user perceptions, etc. soon. Plan is to have trip data publicly available.

<!--*Cyclist fatality at 23rd and Lonsdale
The pilot bus stops will be live in October-November 2023. Preliminary guidance is expected from TransLink in early 2024. All guidance is being developed within the context of the Victoria Human Rights ruling of the Pandora Street bus stop. Guidance is also informed by International Organization for Standardization (ISO) standards for accessible navigation infrastructure.
**The intersection ranked 18th, for volume of collisions on the North Shore during 2017-2021 period
**immediate safety improvements, which include: Introduction of new, no right on red light restrictions implemented at the eastbound and westbound approaches; New green bike box markings in front of the eastbound and westbound stop bars; new single file operation at the intersection approaches. Longer term changes include introducing a Leading Pedestrian Interval (LPI) signal phase, signal phasing changes, and a fully protected off-road mobility lane on the north side of East 23rd Street, between Lonsdale Avenue and St Georges Avenue (delivered through the Harry Jerome Rec Centre project).

<!--'''Marine Main – Eastbound Transit Extension'''
People who use alternative bikes (cargo, trikes, etc) would be particularly valuable to add to the mix.
**We submitted a letter of endorsement for this project

<!--'''CNV Mobility Strategy'''
*Strategy endorsed by Council on April 11 2022. Beyond ongoing initiatives, staff have been undertaking research and analysis on a number of new initiatives along with socializing some of this initial material with citizen committees. These initiatives include:
**Reducing neighbourhood speed limits: Vehicle speeds are one component of developing safe streets, alongside street design, enforcement, and education. Establishing safe vehicle speeds on local streets is an important first step to addressing safety issues, and comes with limited negative impacts (i.e. a negligible difference in vehicle travel times). Staff will be looking to return to Council in early 2023 with recommended signage options for consideration for establishing safe and comfortable conditions on local streets.
**Modernizing Transportation Requirements for New Developments: The City requires Transportation Studies and travel demand management (TDM) measures for most new multi-unit developments in the City. These requirements have some deficiencies that are leading to inconsistent outcomes. Updates are being planned for these requirements that will better align with goals from the Mobility Strategy, including how new developments will support emissions reduction, reductions in vehicle demand, and reductions in VKT. These are also anticipated to be brought forward in early 2023.
**Updating the Resident & Visitor Parking Policy: The City has a parking policy to help reduce external parking pressure on residential streets near to commercial areas. There are several equity/access issues with RVPP given the ongoing changes to how people move around the City. An update to the RVPP to address inequities and better align with the Mobility Strategy will be brought to Council for consideration in early 2023.

<!--*Upper Levels Greenway (final design/route selection expected: Fall 2022)
*Mobility Strategy (implementation of some strategies to commence this year, e.g. zoning bylaw updates re new developments and bike storage)
*Carson Graham School - AT improvements (some sidewalk gaps to be addressed this year, most changes part of next year's budget)
*Kings Mill (detailed park design underway, construction to begin: Spring 2023)
*Cotton/Main St bridge (preliminary designs underway, construction is dependent on funding)
*Casano-Loutet Overpass (construction anticipated in 2023)
'''Upper Levels Greenway'''
*Submitted a letter to express our comments: [[File:CNV_UpperLevelsGreenway_052422.pdf‎]]
Esplanade
*cycling and pedestrian infrastructure should be finished by end of year; green paint may be delayed until spring
*still waiting for temporary push button at 3rd and Forbes

<!--'''Moody Ave & 3rd'''
No other updates for September
*Daytime, the traffic signal on Moody Ave at East 3rd Street operates in coordinated mode favouring eastbound-westbound transit.
*The cycle length on East 3rd Street corridor varies between 70 and 82 seconds and out of 82 seconds during the busiest time of day total of 51 seconds are allocated to favour the transit corridor traffic, meaning that in the worst case the pedestrians and cyclists crossing East 3rd Street will have to wait up to 51 second when they have just missed the window at arrival at the intersection.

<!--'''Community Wellbeing Strategy'''
ITC - Dana & Jonathan
*Engagement for draft strategy will be in mid/late June; in parallel with the Climate & Environment Strategy
*Final strategies to be presented to Council in September
*More info here: https://www.cnv.org/city-services/planning-and-policies/community-wellbeing

'''Forbes & 3rd'''
When is the next meeting??
*Timeline for upgrades is uncertain; CNV is working with the Squamish Nation. Archaeological component to any changes given the site of a former residential school.
*Could be up to 2 years away.

'''Bike Storage Designs'''
*As part of the Mobility Strategy, CNV will be looking at zoning bylaw updates regarding new developments and high quality bike storage/bike rooms designs.
*Taking on some research over the summer re new developments (including on/off street bike parking). Will engage HUB on guidelines this summer/fall.
*Sent this document to Brandon to share with the team: https://bikehub.ca/sites/default/files/hub_cycling_amenities_report.pdf

'''Casano-Loutet Overpass'''
District of North Vancouver - Duncan/Stephen/Don
*Staff are still working through the permitting process with MoTI and First Nations. Construction anticipated in 2023.
Meeting with Staff - Have a meeting with full Planning team Oct 6th.
'''Cotton-Main St Bridge Over Lynn Creek'''
Discuss when in development process it would be best for HUB input (currently getting designs too late for changes)
*Scope is two-fold: need to conduct a bridge inspection + putting forward a business case to widen the bridge

*Check out HUB Cycling North Shore's Twitter page for updates!
Scope has been reduced to just east of Capilano, leaving a dangerous gap to McGuire
*Full design here: https://www.cnv.org/city-services/streets-and-transportation/sustainable-transportation/travel-options/cycling/mobility-network-project/esplanade-complete-street
Bikes share the bus+right turn lane just west of Capilano, even though there is space for the MUP to continue to Capilano.
*Current information can be found at www.cnv.org/ecs
The design does not include any wayfinding signage.
*Any comments/questions can be directly sent to Mo Bot at ecs@cnv.org -->
The slip-lane/channelized turn SE corner of Capilano could be removed to make crossing safer and provide much more space for the very tight bus stop.
<!--'''St Andrews Safety Improvements (no update)'''
Have asked for a follow up meeting.
*The following are now complete:
Spirit Trail, East of Seymour planning:
**New sidewalks on the east side
Have asked for timeline and a copy of consultants report. (Again: SL, 30-Jul)
**Bumpout & yellow delineators (at 9th)
Main St - Harbour Ave - Barrows
**Raised crosswalks (at 8th and 9th)
Planning to tender in October, and Build in Spring/Summer 2024
*Due to a national road paint shortage, the road has not yet been repainted to narrow the travel lane and provide an uphill parking protected bike lane.
*Once complete, counts will follow to measure changes to volume and speed.
*Signage:
**Signage typical on CNV bike routes will be added, confirming users are on the route.
**Destination based bicycle way-finding is not included in this project, as it will be delivered once the City develops a broader wayfinding strategy.

* When is the next meeting??
<!--
*May meeting update (held May 3): we received an overview of CNV's zoning bylaw policy (for information purposes only). CNV will be overhauling their zoning bylaws in the coming months, which could have direct and indirect impacts on cycling infrastructure (e.g., bike storage requirements for new builds, encouraging more community amenities to reduce travel distances, etc.). Public engagement on their zoning policy is expected to start in early June.

Hadden Drive to Westcot Rd Planned MUP

*''' HUB Priorities communicated and discussed at 2 meetings in Oct
Sean O'Sullivan, DWV Senior Manager, Roads & Transportation, has provided us with the following drawings of the planned MUP:
** Regular Meetings scheduled every 2 months
Map showing the planned route: https://wiki.bikehub.ca/images/0/06/Hadden_Drive_to_Taylor_Way_planned_MUP_route_on_map.png
Simulated photo of MUP approaching Taylor Way: https://wiki.bikehub.ca/images/f/f4/Hadden_Drive_to_Taylor_Way_planned_MUP_photo.png
The plan still needs the approval of MoTI and the meeting with them on 25 September was cancelled.
Westmount Road bike lane

* '''Marine Drive - Bridge to Tatlow'''
work is still underway but the project is nearing completion. Paul has already noticed vehicles parking in the bike lane on Mathers Ave- https://wiki.bikehub.ca/images/9/95/Westmount_Rd_-_vehicles_in_bike_lane_Sept_2023.jpg
** Have asked for a follow up meeting.
Paul has noted that the line marking at 31st/Marine junction presents a very awkward path and the island channelization (and warning drums) is not helpful. He feels that these combined with the half-signal configuration and poor sight distances along Marine Drive, have made this intersection more dangerous. We hope that this will be rectified during the planned improvements for the intersection of 31st and Marine Drive.
Bike training at West Van Elementary School

* '''Spirit Trail, East of Seymour''' planning:
It is encouraging that West Van is funding bike training at a West Van Elementary School.
**MSP (Mount Seymour Parkway) planned for rapid build in Spring 2024 - meeting up coming 10-Nov.
Informational Event on transportation/housing/climate

*'''Main St - Harbour Ave - Barrows'''
Positive Voices West Vancouver (PVWV) is hosting this public information event which will be a panel discussion with three panelists.
