*[https://letstalk.cnv.org/upper-levels-greenway Survey] closes May 20 4pm

*Seeking input on design approaches & potential routes

**Design approaches: multi-use pathway, wide sidewalk & protected bicycle lane, wide sidewalk & local street bikeway, natural surface pathway

*** What are our recommendations??

*** The "Design Approach" Safety questions are too limited as they only only consider vehicular risk.

***Multi-use paths only work well with very low traffic levels. Generally people walking do not like cyclists passing close by, and people on bikes not not like to have to weave and dodge pedestrians. This also applies to "natural surface" routes unless they are over 4m wide.

** Orange Route: Westview Dr near Queens, crosses Lonsdale at 27th, north of Tempe Park

*** Provides a direct connection across upper north van that is comfortable for all, even after dark. (ie coming home in winter time)

*** 27th may have more vehicular traffic and seems to have the most elevation gain. No Connection to Westview Shopping Centre

** Blue Route: Westview Shopping Centre, crosses Lonsdale at 26th, though top of Tempe Park

*** Provides a connection to Westview Shopping Centre, may have slightly less elevation gain than Orange

*** What is the plan for lighting and residential visibility though the park areas? It must be comfortable for all users on winter evenings.

*** No connection to Delbrook Rec Centre & Edgemont Village

** Purple Route: Westview Shopping Centre, 25th, crosses Lonsdale at 25th, just north of highway though South part of Tempe Park.

*** It is the flattest route. During the day the eastern end could be a nice route though a park if it is wide and safe enough.

*** The path thought Tempe Glen Park will not Comfortable for All after dark.

*** The blocks east & west of Lonsdale are Hwy 1 on/off-ramps with very high traffic levels.

*** No connection to Delbrook Rec Centre & Edgemont Village.

** Overall:

*** West end needs to Y so as to provide connection to Westview shopping Centre/Larson School and Delbrook RC & Edgemont Village

*** At the east end, if the Purple route is chosen then, there should also to be Comfortable for Most option for evenings (Tempe Knoll Dr + improved path up to Tempe Cres).

** Kirkstone Park MUP:

*'''Some things you may want to consider when completing the survey''':
***In busy areas multi-use paths are uncomfortable for both people walking and on bikes. Separated paths are best, but if shared, the path should be 4+m wide with a line down the middle.

  +
**On the 5th page, '''Ross Rd to E 27th Street''' regarding the - Bikelane southbound + MUP northbound
** Rufus:

  +
***The Bikelanes should be protected where possible. Plastic posts in the buffer on segments without Driveways, and the Upper Lynn Valley Rd design where there are driveways.
***The crossing at Kirkstone Rd needs to have crossing buttons/detectors for people on bikes and green cross-rides for the transition between MUP and Rufus.

  +
***Prefer to see a sidewalk plus a separate protected bike lane on the East side. Busy Multi-User Paths not comfortable for either people walking or on bikes - especially with the continued growth of ebikes.
** Salop Trail MUP:

  +
***The Bike lanes need to be extended all the way past Ross Rd to join the existing bike lanes on Lynn Valley Road, Otherwise there will be a one block "Gap" that is not comfortable for most people on Bikes.
***Concept 1 is too steep and expensive vs #2

  +
**'''Whiteley Crt to E18th'''
***Concept 2 has lots of tight corners so where possible the path needs to be at least 4m wide.

  +
***Option 1 provides more comfort for both people walking and on bikes. Ensure the bikes lanes are wide enough to allow passing.
****I suspect that many walkers and some cyclist will want a more direct route in the upper switchbacks, and will likely create one in the landscaping. Thus providing this alternative on the top 3rd, might be wise if the cost is not excessive.

  +
***On block or segments with no driveways the Bikelanes on the west side should be protected with plastic posts in the buffer. (North & south of 24th, power line crossing, ...)
***Concept 3 is too steep and this will be a huge deterrent to people wanting to cycle up this section.

  +
***On segments with driveways the west side bikelanes should use the Upper Lynn Valley design.
**There is also a need for a route up to Lynn Valley on the east side of the highway.

  +
**'''East 18th Street to Arborlynn Drive'''
***The current designated bike routes (Mtn highway & Arborlynn) are too busy and steep.

  +
*** We think both should be implemented - and at the very least - 14th to 18th requires protected bike lanes. In our comments we noted that this was a 'false choice' and requested both. A direct, but busy route for the confident people on bikes - especially on the downhill. The quieter route is important for the less confident people on bikes (“Interested but concerned”)
***A route on Arborlynn-Alpin-Alderlynn-20th-Viewlynn-27th is quieter and would only require protected bikelanes on the 1 block uphill section of 20th. It will need good wayfinding signage/markings as it is winding and non-obvious.

  +
*** We recommend selecting Option 1 in the choices, since that is all that is allowed by the choices. Some additional comments:
** Other recommendations??

  +
***Option 1 - Mtn Hwy - slightly less steep, but next to heavy traffic
+
****Ensure the bikelanes are protected from traffic, and with concrete barriers at the sharp corners

****The bikelanes should be wide enough to permit passing, especially uphill.

***Option 2 - Neignbourhood bikeway on E18th, Appin, Arbourlynn - bit steeper, much quieter.
*Main St westbound from Harbour Ave to Lynn Creek Bridge (CNV boundary). South of Canadian Tire mall.

****Protected bikelanes on both sides of Arbourlynn with separated sidewalk. Busy Multi-User Paths are not comfortable for people walking or on bikes. Bi-directional bike paths on one side of bi-directional streets are a well known hazard.

****Consider a connection along Appin, up 20th, along Viewlynn to E27th. This would provide an alternative, quiet neighbourhood bikeway all the way to Lynn Valley Town Centre.
**Closing a '''critical gap''' on one of HUB North Shore's 3 '''top priority routes'''''

**The proposed solutions seems reasonable. We need the Short-term solution ASAP and Long-term when possible.

* Some things you may want to comment on:

**In the long term the bikelanes on Main Street should be connected to the bike lanes on lower Mountain Highway, and extended on to Phibbs Exchange/Iron Workers Memorial Bridge (avoiding the detour on Barrow).

**The bikelanes should be 2m wide where possible to allow passing.

**Consider raised crossing for both the crosswalks and bikelane at the Mall entrance and Lynn Rd

**Improve Barrows St as well as part of the short term fix.

Public input is critical when Council and Staff make trade-offs and decisions.
Please make sure your voice is heard!!

The Section titles below are linked to the surveys.

  • Some things you may want to consider when completing the survey:
    • On the 5th page, Ross Rd to E 27th Street regarding the - Bikelane southbound + MUP northbound
      • The Bikelanes should be protected where possible. Plastic posts in the buffer on segments without Driveways, and the Upper Lynn Valley Rd design where there are driveways.
      • Prefer to see a sidewalk plus a separate protected bike lane on the East side. Busy Multi-User Paths not comfortable for either people walking or on bikes - especially with the continued growth of ebikes.
      • The Bike lanes need to be extended all the way past Ross Rd to join the existing bike lanes on Lynn Valley Road, Otherwise there will be a one block "Gap" that is not comfortable for most people on Bikes.
    • Whiteley Crt to E18th
      • Option 1 provides more comfort for both people walking and on bikes. Ensure the bikes lanes are wide enough to allow passing.
      • On block or segments with no driveways the Bikelanes on the west side should be protected with plastic posts in the buffer. (North & south of 24th, power line crossing, ...)
      • On segments with driveways the west side bikelanes should use the Upper Lynn Valley design.
    • East 18th Street to Arborlynn Drive
      • We think both should be implemented - and at the very least - 14th to 18th requires protected bike lanes. In our comments we noted that this was a 'false choice' and requested both. A direct, but busy route for the confident people on bikes - especially on the downhill. The quieter route is important for the less confident people on bikes (“Interested but concerned”)
      • We recommend selecting Option 1 in the choices, since that is all that is allowed by the choices. Some additional comments:
      • Option 1 - Mtn Hwy - slightly less steep, but next to heavy traffic
        • Ensure the bikelanes are protected from traffic, and with concrete barriers at the sharp corners
        • The bikelanes should be wide enough to permit passing, especially uphill.
      • Option 2 - Neignbourhood bikeway on E18th, Appin, Arbourlynn - bit steeper, much quieter.
        • Protected bikelanes on both sides of Arbourlynn with separated sidewalk. Busy Multi-User Paths are not comfortable for people walking or on bikes. Bi-directional bike paths on one side of bi-directional streets are a well known hazard.
        • Consider a connection along Appin, up 20th, along Viewlynn to E27th. This would provide an alternative, quiet neighbourhood bikeway all the way to Lynn Valley Town Centre.
