HUB North Shore Committee regular meeting Jul-7, 2022, 6:30pm - 8:00pm.

In-person at the North Vancouver City Library in the Don Preston Boardroom (7) and Online(4) on Zoom.

Public Input/Consultations

  • Public input is critical when Council and Staff make trade-offs and decisions. Please make sure your voice is heard!!
  • The Shipyards Strategy
    • Survey is now open until August 31st 4pm (it’s quick ~ 5 minutes. 1 open ended, rest are multiple choice/checkboxes).
    • ‘What could we do better?’. A few cycling related responses:
      • More bike parking
      • Better/clearer bike routes (wayfinding signage with destinations, pavement markings)
      • Separation of walking & cycling
      • Slower car speeds in the surrounding areas
      • Bike valet at events


Events

  • Lynn Valley Days - Sat 16-July, 10:00-4:00
    • Lime & DNV wil sponsor our booth.
    • Lime will offer free trial rides, DNV staff will join us to answer questions.

Upper Levels Greenway

Summary of current/upcoming CNV projects - this year & beyond

  • Esplanade Complete Street (construction underway, estimated completion: Summer 2022)
  • Upper Levels Greenway (final design/route selection expected: Fall 2022)
  • Mobility Strategy (implementation of some strategies to commence this year, e.g. zoning bylaw updates re new developments and bike storage)
  • Carson Graham School - AT improvements (some sidewalk gaps to be addressed this year, most changes part of next year's budget)
  • Kings Mill (detailed park design underway, construction to begin: Spring 2023)
  • Cotton/Main St bridge (preliminary designs underway, construction is dependent on funding)
  • Casano-Loutet Overpass (construction anticipated in 2023)
  • Forbes & 3rd (long term, 2+ years away)

E-Bike Share

  • Lime is swapping out their fleet with their newest generation of e-bikes. These bikes have better power for steep hills (but have the same speed restrictions), better battery life, and their hardware will help Lime improve parking compliance in North Van. Feedback on helmets has been limited thus far. Looking to collect more feedback and data re: helmet use, user perceptions, etc. soon.


Bike Storage Designs

  • As part of the Mobility Strategy, CNV will be looking at zoning bylaw updates regarding new developments and high quality bike storage/bike rooms designs.
  • Taking on some research over the summer re new developments (including on/off street bike parking). Will engage HUB on guidelines this summer/fall.
  • Sent this document to Brandon to share with the team: https://bikehub.ca/sites/default/files/hub_cycling_amenities_report.pdf
    • HUB HQ is considering updating this document and helping draft up municipal bylaws and building codes.
    • AI: Don or Nadia to connect HUB HQ to city staff.

ITC - Dana & Jonathan

  • ITC met last Wednesday, but Dana was unable to join us to report.


District of North Vancouver - Fred/Don

  • Meeting with Staff - next meeting Aug?
    • Upper Lynn Valley Rd
      • Mtn. Hwy to Peters Road (Phase 1) is supposed to start work this month, we will keep watching
      • Public consultations for Peters to Dempsey (Phase 2) this summer /fall
  • Bike parking locations in DNV - Duncan
    • Ingrid of the District asked us to give her a list of places it could/should be improved.
      • AI: Duncan to share the question on groups.io and collect input
    • Discussion of bike rack styles and rain coverage for them.
    • West van has silently update building code to only allow bike parking in parkades on walls, for fire safety.


District of West Vancouver - Paul/Peter/Mike

Meeting with DWVB Engineering & Transportation Division staff

  • On 6 July Peter and Paul met with the director, Jenn Moller, and new Senior Manager of Roads & Transportation, Sean O’Sullivan
    • AI Liaisons to take Sean for a bike ride along top priority routes.
    • AI: Don to see if we can get a Lime Bike day-loan.
  • Ongoing projects:
    • Status of updated DWV Mobility Plan.
      • community engagement after elections
    • Protected bike lane on the south side of Marine Drive from Lions Gate Bridge to Capilano Rd.
      • DWV will contribute funding but implementation by DNV early 2023
    • Implementation of Lime e-bike share in West Vancouver.
      • already implemented but more to come after a report on usage
    • Status of plans for Westmount Road and 31st and Marine Drive intersection.
      • to be implemented this year but 31st and marine next year
    • Slow Streets initiative.
      • plans for zoned traffic calming and considering possible diverters on Bellevue
    • Shared path signage on the MUPs on Welch Street Bridge and on the upper-level Mountain Path
      • will look into addressing this signage
    • E-bike subsidy project.
      • proposed implementation plan will be on 19 September Council meeting
  • Possible future projects:
    • Planning for pilot separated bike lanes on Marine Drive between 26th and 31st Streets.
      • after the survey is completed will consider separated bike lanes on each side or a two-way bike lane or painted bike lanes with a buffer or just painted bike lanes
      • Discussed option for 2way bikelane on one side vs 2 narrower ones on each side.
      • AI: Paul & Don to get research from HUB HQ showing 1-way bike lanes are safer
      • Also discussed bike lane protection options:
        • plastic bollards/Pylons with panted buffer (Lynn Valley Road & Brooksbank)
        • vs pinned concrete curbing with plastic bollards (W 1st ave)
    • Plans for bike paths in Horseshoe Bay.
      • want to set up a separate meeting soon with us to discuss possibilities

  • let us know if there is something we should communicate about - blocked bike lanes, new infrastructure, etc.
    • New "Smart" Bike Lockers are being installed at Lonsdale Quay (beside seabus service building / taxi loop)


Schools - Paul Janzen

  • no updates from last month; however, it’s worth repeating the last item from May:
    • Does anyone have a connection with one or more of the following schools - Eastview, Capilano, Ross road, Carisbrooke and/or Westview elementary? We have $ for their program.
    • HUB HQ says they had programs in the last year with:
      • CNV: Larson Elementary, and Queen Mary Community Elementary
      • DNV: Blueridge, Carisbrooke, Dorothy Lynas, Highlands & Seymour Heights Elementary


Other

  • Richmond has annual cycle tour (long & short) to introduce resident to Cycling facilities
    • Perhaps we could get the Municipalities or NV Rec Commission to do the same?


Social - All

It was suggested that after the August meeting we adjourn to a nearby establishment (TBD) for a social gathering and drinks. Proposal was met with general agreement.
