* We had two development projects up for resolution at the Oct. 6 meeting.
*The first part focused on CNV's wellbeing strategy. Lots of good (and supportive) discussion around the '15-minute city' concept.
**The first is a new, 6-storey condo building that is planned for the north-east side of the corner of 17th and Lonsdale (replacing the Esso station). Given that this area is already a traffic hotspot, the project is expected to cause a negligible increase in trips. The building will be outfitted with several bike rooms with changing/shower facilities (according to city bylaw), and there will be 1 e-bike charger installed for every 4 bike parking spots. The big topic of discussion was whether the bike rooms would be large enough to accommodate cargo bikes and trailers. The ITC voted to support the project, but will recommend that the developer review bike parking to ensure that it can accommodate all types of bikes.
*We also got an update on the Burrard Inlet Rapid Transit project. A benefits assessment was conducted on two of the five potential options (for illustrative purposes only -- all five options are still viable). Next step would be to get Mayor's Council on board and a more comprehensive analysis from TransLink. Still unclear whether other municipalities would support the project proposal. Lots of good discussion about the horrendous traffic on the north shore and the need for a solution. Demand management options, such as mobility pricing, were also discussed as an alternative (though this would also need to be decided at the regional level).

**The second development project is another condo building proposed for 15th St W, in the small triangle between 16th St. W and Fell Ave. In addition to the same concerns about parking for large bikes, this project sparked a broader conversation on the overall safety and accessibility for cyclists and pedestrians in this neighbourhood. The development is expected to generate about 90 additional trips during peak times in an area already operating above capacity (e.g., larson/fell intersection is already nutty). While the ITC voted to support the project, the resolution will note that the pedestrian and cycling facilities in the area need improvement. The ITC also recommended that council review ways that the developer can help fund infrastructure to make walking/cycling safer in the neighbourhood.

Transportation Plan

  • Working on a draft of a new Transportation Plan for Council consideration (ETA: ~December); no endorsement yet.
  • Staff will let HUB know when they are going to Council so we could speak if interested.

Gardenworks Redevelopment

  • Site redevelopment has inadequate cycling infrastructure through the site.
  • Current design is for a 3.3m MUP, widening to 4m further West.
  • TransLink identified this as a key stop location for the RapidBus given density in the area, limiting the opportunity for wider cycling infrastructure. CNV was able to secure additional space that allowed for the 3.3m MUP, but anything more wouldn’t have been successful.
  • Not considered by CNV to be a major commuter route (rather, 1st street is).
  • How do we make sure AAA infrastructure is baked into planning policy so that we don't get subpar infrastructure when new developments arise?

Stay tuned: 2022

  • Upper Levels Greenway: Will be engaging with key stakeholders (incl. HUB) and the community in the new year to develop a design that will connect a few key destinations/routes (e.g. 27th, District, Jones overpass, Casano-Loutet overpass).
  • Carson Graham School Area Active Transportation Improvements: Will be engaging with key stakeholders (school, HUB, community etc.) to address infrastructure gaps at 23rd (incl. to Jones overpass). High demand location for vulnerable road users. Part of next year’s budget, pending Council approval.

ITC - Dana & Jonathan

  • All items from last night's ITC meeting were for discussion/information purposes only (i.e., no major decisions).
  • The first part focused on CNV's wellbeing strategy. Lots of good (and supportive) discussion around the '15-minute city' concept.
  • We also got an update on the Burrard Inlet Rapid Transit project. A benefits assessment was conducted on two of the five potential options (for illustrative purposes only -- all five options are still viable). Next step would be to get Mayor's Council on board and a more comprehensive analysis from TransLink. Still unclear whether other municipalities would support the project proposal. Lots of good discussion about the horrendous traffic on the north shore and the need for a solution. Demand management options, such as mobility pricing, were also discussed as an alternative (though this would also need to be decided at the regional level).

Developers - Fred, Paul & Peter

  • Currently active:
    • 405 – 485 Marie Place, Lynn Creek
      • Interesting redevelopment at Marie Place (off Crown St east of Mtn Hwy) in the Lynn Creek town Centre. DNV council allowed it to go to first reading at March 29 /2021 council meeting. Eleven single family homes to be replaced by two 6 storey apartments. Unique to the plan is to provide bicycle parking facilities on each floor of both buildings. The same developer owns a large property to the west bordering Mountain Hwy which includes the Dykoff Nursery lands for which they are hoping to get council approval. Mayor Little commented that these projects need wider support from the community for council to consider them. Those who spoke in favour tended to have a business relationship. HUB NS is aware that without large scale redevelopment Lynn Creek will not see better cycling infrastructure. A HUB member presence might make a difference. The concept of locating bike rooms in upper floors is gaining traction.
      • DNV have now scheduled a public hearing Tuesday November 9th 7pm for both Fairborn proposals - Marie Place and Crown & Mountain redevelopments. The latter is much larger as described in the October 27 NSN article starting page A25.
      • 252 bicycle spaces (exceeding the policy by providing 2 spaces per unit)
      • Bicycle storage provided on each floor for resident convenience and safety
      • Bicycle maintenance room for residents
      • 18 visitor bicycle spaces (located adjacent to the entrance)
      • Electrical charging will be available in all bicycle storages, as well as level 2 charging for all residential parking spaces.
      • There will be new bike lane at the frontage of the site along Crown St which will connect to Mountain Hwy and the district’s cycling network.

DNV Staff agrees that “the bicycle parking proposed, along with the proximity to transit service, will help to support alternate transportation options for residents and visitors to the project.”
