• Esplanade Update
  • Community engagement has ended with 91 responses on Let's Talk CNV. Phase 2 (winter 2020) is "share what we heard and gather feedback." In spring 2021 they will present the final design, summarize Phase 2 feedback and then report back to council including the construction timeline. Construction to begin in summer/fall 2021. District of North Vancouver - Sibylle/Fred

• 2021 Plan:
  • Met with Ingrid on January 19 to go over HUB priorities. The DNV will be expediting improvements to the Mountain Hwy corridor to Lynn Valley town centre to address cycling impediments.
  • Tatlow+W15th
    • A DVV priority. Requires engagement with local residents. Connection from Marine Drive to 15th needs attention.
  • Rufus/Kirkstone and Brooksbank to connect to Casano/Loutet overpass
    • DNV feels that existing road network is adequate (low traffic volumes) and are not planning on changes at this time.
  • Hunter street bridge in Lynn Creek TC
    • design has started, construction start in summer. DNV will share design with HUB when appropriate.
  • Steep MUP from Deep Cove to Parkgate via Indian River neighbourhood
    • Funds for this are only in the $100,000 range. Goal is to upgrade parts of the existing trail. Nothing definite at this stage.
  • Upper LV Road (Phase I) from TC to Peters Road in 2021. Peters to Dempsey planned for 2022 but may be included in Phase I.
    • Upper LVR improvements contingent on obtaining third party infrastructure funding. Assuming funding is successful it means the "DNV will be spending 50% of the transportation budget on active transportation according to Mayor Little."
  • Met with Ingrid January 26 on upper Lynn Valley Rd cycling paths. Uphill protected bike path currently in the design stage. HUB has been asked to provide input. In general terms there will be a protected bike lane on both sides of Lynn Valley Rd as part of phase I. (Mountain Hwy to Peters Rd.)
  • Meeting with Ingrid February 5 to provide HUB comments on LVR design (Mtn. Hwy to Peters Road.). Will need to make sure that design meshes with plans for LV TC bike plans.

  • DNV did not buy bike path sweeper in 2020 due to COVID-19, but not sure if it is in the 2021 budget request.
  • Started discussion of adding protection to bike lanes on Mountain south of the Hwy Overpass
  • Draft designs for a MUP on east and west side of Mountain Hwy north of the overpass.

District of West Vancouver - Paul/Peter/Mike

  • Mike, Paul and Peter have been in contact with the DWV Councillor individually concerning the budget.

• Widening of the south sidewalk on the Welch Street Bridge over the Capilano River
  • Park Royal has signed the contract for the work and Vice President Rick Amantea has provided us with the engineering drawings.

  • Mountain Hwy Interchange
    • HUB feedback to action items from active transportation safety audit - most items are good, but the consultant missed a few issues
    • 4m MUP along westbound Mtn Hwy offramp problematic as shown in design - to discuss in our next meeting

• BC Economic Recovery funding - for MoTI
  • started in Nov, must be spend by March!
  • HUB provided feedback to design team (Parsons) on early design of Lynn Valley Rd underpass and Capilano Rd interchange
  • 3 North Shore Projects:
    • Lynn Valley Rd Underpass - Design only (ready to put out to tender) - currently early draft
      • 2m bikeway next to 2m pedestrian path, less thought underpass
      • Congested section N of underpass due to property line and future crossing of new greenway
      • Requested removal of slip lanes, or making them more orthogonal to improve sightlines & safety.
    • Capilano Road interchange - Design only (ready to put out to tender) - currently early draft
      • 4m MUP from EB Hwy to Cap Road - low priority
      • Asked them to add upgrading connection for North Intersection to North sidewalk and thus Hugo Ray in West van
      • 4m bi-directional bikelane + sidewalk from Cap rd to Keith
      • Improved South intersection crossings & islands (NB)
      • 2m Bikelane next to 2m sidewalk NB on Capilano Rd (1.8+1.8 north of bridge)
      • 2M Bikelane next to existing sidewalk SB on Capilano Rd
    • Lion Gate Bridge improvements - (Not just a design)
