HUB North Shore Committee holds regular meetings at 6:30pm - 8:30pm on the second Thursday of every month. Everybody is welcome. For our May meeting we will be using an online conference call using https://join.me/ . You can also phone in (audio only). City of North Vancouver - Erika/Heather

Phase 1 Mobility Network Projects Update Off-Marine route (HUB Main to Marine Route West from Bewicke to MacKay) includes parking protected or other physically separated route from Fell to MacKay. Improvements to the Fell and 1st intersection. Northside along 1st potentially parking protected. South side along 1st curb separated. In this segment, provision will be made for passing, but not throughout the entire route. Passing lane concept. March 12th public consultation for this 1st St route - also will be an online feedback mechanism for people who cannot attend. July construction (after the Mosquito Creek project releases both travel lanes).

HUB Main to Marine Route East from Queensbury HUB measured 3rd street hill bike lanes from Queensbury down. Staff will have a look at the lane on 3rd St EB @ Queensbury where it seems narrower than before. HUB measured this segment of the hill. New marked lanes are 1.4m at the top with a small concrete lip separating the bike lane from the bus lane. Further down the lane narrows to 1.3m. Just before the Spirit Trail bridge the lane widens again to 1.8m Top of 3rd St hill where the bike lane moves into the vehicle lane at the hydro pole will be completed by March23 rd. South side of Cotton Rd off-street facility opposite Park & Tilford to be completed soon, to include lighting. City is choosing fast-growing trees that grow tall to protect the bike lane and the buses but offer a nice canopy when mature. The city will install natural or synthetic green wall type material onto the existing fencing between the bike lane and railway track.

North side of Cotton Rd beside Park & Tilford is private land - in this area the bike lane is verrry skinny (1.2m at the Corner of Gladstone and Cotton). HUB recommended paving the grassy area and the sidewalk to make a temporary MUP in this section until a safe route is created. However, Hydro poles and private land along Park and Tilford make this difficult. To get the Transit station in was difficult.

RapidBus Impacts on Cycling Rapid bus launches April 6th , 2020. March 16 buses to start taking Rogers Avenue down to the Quay along Esplanade. March 23rd full route testing


Rapid Bus-Associated projects not along HUB priority routes South side of 3rd east of St Davids for the off-street route along 3rd, which will be completed as developments continue. They are designing bike routes around floating bus stops.

Phase 2 Mobility Network Projects

Esplanade (HUB Main to Marine Priority Route) Off-street facility on Esplanade btwn Lonsdale & Rogers still has unfinished gravel bit at E end, to be completed soon.

Public consultation for Esplanade off-street protected bike route to start this spring with a view to construction in 2022.

Staff have been tasked with looking at 2nd Street as an alternate to Esplanade for a protected low-level route.

Midtown route (HUB Lynn Valley to Lonsdale Quay Priority Route)

Midtown route from 13th and Lonsdale to Grand Boulevard will also go to public consultation this spring with a view to construction in 2021

Mobility Strategy Bike & ped safety policies to be incorporated into the Mobility Strategy, formerly known as the Transportation Plan. Safe mobility strategy to include street design, behaviour, speeds, etc. It's currently ad hoc and this new combined strategy will provide a framework for better decision making, facilitate actions/investments, set targets. Emphasis is on safety and vision zero. Mobility service providers will be able to apply for permits for shared services (scooters, skateboards) pilot framework happening across munis Climate and Environment Advisory Task Force that Erika is on will be one of the committees and/or strategies that will inform mobility strategy

Other

Mosquito Creek Bridge Mosquito Creek bridge reconstruction: temp cycle/ped bridge on S. side for EB. WB will be a reduced speed shared space with take the lane signs during single lane traffic closure.


MacKay MUP Paving is complete, but need to wait until better weather for striping and stencils. As well, this path will be lit, but is not as yet.


Local bikeway spot improvements coming: Signal coming at 4th & Lonsdale, with traffic calming (diverters) planned at intersections @ Chesterfield and @ St Georges Signal at 3rd & St Andrews There are funds for spot improvements outside of the mobility network phases


Gap at Gardenworks site This site will come up for public consultation in spring. Plan is to develop into condos. This area is key to creating a 3rd street bike route connecting across the “5-corners” at Marine, Bewicke, and 3rd. Current plan is for 3m MUP through the Gardenworks site. HUB to ensure members and community participate in consultation. Great Streets engagement coming in the spring — Lonsdale high street.


Communications from the City to People Cycling The City is creating a new cycling webpage on the City's website and a new consultation platform, which will be based on talkcnv.org. The idea is for the City to be more proactive communicating what they are doing with regard to cycling improvements. Also a place where people cycling can send feedback to the City.

Un-addressed Items Items from past meetings (bring forward at next meetings)

  • 21st and Grand Boulevard - HUB has requested separate bike signalization for all directions - have not discussed recently
  • Low Level Road - low rubber, rounded delineators request for improved separation along the Low-Level road bike lane - have not discussed lately
  • 3rd Street at Cotton chicane. Erika asked about the push button. The push button will be replaced by a detector loop and a light that indicates to cyclists that the flashers are “on” No action on this as yet.
  • W 16th no solutions coming as yet for well-used parallel route on W 16th even though HUB keeps asking.

District of North Vancouver - Jay/Ryan

  • COVID-19 Responses
    • Sent suggested spacing opportunities to Steve Carney.
    • No changes in District to date other than RPO restrictions but they are considering removing underutilized parking in select locations. Requires council approval and we should formally push council on this rather than staff.
  • Targeted OCP Review

  • Salop / Mountain Highway trails
    • Tentative wayfinding signage comments provided to District but no installations yet.
  • North end of Mtn Hwy overpass connection with Arbourlynn:
    • Jay had sent a a proposal to provide bike access in this area a while ago.
    • Arbourlynn pathway connection is to tie-in somehow with the new north side MUP that will connect across Lynn Creek and reach the northeast corner of the Mountain Highway westbound off-ramp.
    • Property is very constrained and staff are reviewing right of way.
  • Casano connector route to LV TC.
    • public consultation on hold
  • Upper Lynn Valley Road bike lane
      • public consultation postponed until at least the fall

District of West Vancouver - Paul/Peter

  • Response to COVID-19 pandemic
    • Peter, Paul and Joe Weiler have been in consultation with Councillor Gambioli to prepare a letter to the Mayor and councillors with suggestions on how to take advantage of the situation to improve active transportation.     • Peter and Paul have been contacting individual councillors regarding our suggestions and Joe is going to contact the Ambleside Dundarave Business Association.

MOTI - Antje/Jay

  • Mountain Highway Interchange
    • Walk through planned with DNV staff to identify remaining issues - see DNV summary above
    • After DNV walk through raise remaining issues in MOTI jurisdiction with project manager Jay Porter
  • Main-Dollarton Interchange
    • Provided feedback to MOTI on latest design and asked for more information on rebuilding approaches to existing tunnel and on potential new tunnel design
    • Recommended bike path (bike highway) along east side of Hwy 1 between Main and Fern, to connect with new path system at Lillooet Interchange
  • Hwy 1 North Shore Corridor Study Lynn Valley to Horseshoe Bay
    • HUB-NS to review and update priority cycling improvements in MOTI jurisdiction
    • Antje received Ungap the Map files from Vancouver committee/HUB HQ
    • Next step: Antje to draft priority cycling improvements in January and send to email discussion list for feedback

Schools - Tammy/Martyn

  • Presented at the North Shore Safety Council meeting Dec-4 about HUB's School Education programs that are available.
  • Met on January 29 with Natalie Corbo at City of North Vancouver to understand how HUB ride programs were funded at schools in the City.

• Next steps are to set up meeting with Communications Manager at North Van School District and with Transportation Planner at DNV to see how we can get school buy-in and funding in the DNV.

Communication Managers at SD44 are now Maria Spitale-Leisk and Taralee Hallson. They took over for Deneka Michaud. Meeting was to be scheduled at the end of April, but this has now been put off until the next school year.

Samantha Morrison – NVRC – has obtained grants previously for physical literacy. She suggested Viasport.ca, a provincial non-profit advocacy group for sport, as a possible source for grants.

Paul set up a meeting with DWV, Emily Willobee, Transportation/Engineering; Policy and Planning – o Tammy and Paul met with Emily on March 13, 2020. DWV has programs that it funds and offers to schools. The programs are defined by what the schools are interested in. Emily encourages NS HUB to meet with SD45 to provide an overview of their bike education programs. Emily is willing to be present.

Due to COVID-19, all discussions with schools are on hold.

The May HUB newsletter indicated their Learn 2 Ride course will be an on line course, possibly in early June. Sign up for notification is available. This is a modified course designed for ages 9-12 years old and covers cycling safely and confidently around your neighbourhood.

    • Proposed West Vancouver council bicycles parking requirements bylaw stemming from CEEP and the Climate Emergency declaration.

      • 75 long term residential/commercial bike parking/storage
      • 6 short term bike parking
      • Developer very receptive to concept of a secure bike room on EACH floor of building similar to adjacent Maplewood Plaza project already approved.
