General

  • Agenda additions
  • Introductions

Public Input/Consultations

  • Public input is critical when Council and Staff make trade-offs and decisions. Please make sure your voice is heard!!

Goals & Objectives

Events

  • Need a coordinator/organizer for Events
  • Shipyards 5th birthday - CNV, Sat July 20th 14:00-20:00
    • Talked to lots of interested folks, Thanks to Blake, Paul and Derrick

City of North Vancouver - Don(temporary)

  • Meeting with Staff
    • Next meeting - TBD
  • Casano-Loutet Overpass
    • Have all approvals and funding. Expect construction to start in early 2025.
  • Midtown Connector - HUB top priority
    • High level design work planned for 2024
    • Requested that we be able to provide input on requirements.
      • Central Lonsdale is a Destination, not just a busy road to cross.
  • 3rd St/Cotton/Lower Level Rd
    • Requested they extend bike lane protection for intersection up to Neptune terminal intersection, this has been deferred to work on Midtown.
    • Asked them to repaint bikelanes on Lynn Creek Bridge
  • Upper Levels Greenway
    • 1st Stage (2024) will focus on Highway crossing at Lonsdale
    • Next public engagement late in 2024?

ITC - Jonathan

  • Last Month's meeting was presentation by Translink, but nothing new regarding cycling.
  • Apparently CNV council is discussing the upper level greenway + the lonsdale/hwy overpass later this month. I'm hoping that preliminary designs come to the ITC for input sometime soon.

First Nations - Kira

District of North Vancouver

  1. Regular Bi-monthly Meeting with Staff took place in June - next one late Aug
  2. Spirit Trail East - Consultation continues, MSP work progresses.
  3. Projects/sections
    1. MSP upgrades substantially complete. (MSP = Mount Seymour Parkway)
    2. Phibbs Exchange: Please advocate to MoTi for more "lime groves" on that MoTi property
    3. Mountain Highway Safety Improvements - limited budget available and now in design. Meeting July 15 reviewed shows completion of Whitely Court to 14th. May be complete in 2024 as part of repaving.
    4. Arborlynn connector - expected to start in August. Paint on the ground for improved cross-walk bump-outs and a safer radius at Arborlynn
    5. Debugging the Network
          • Went well. A community effort. A lot of great work went into it, effective communication from bike community!
          • Some portions were CNV, they have been prepared for CNV and recommend doing something like this for each jurisdiction once or twice per year.
          • Liaisons will do best to partition into "maintenance items" vs "capitial items" - needing concrete pouring. Best suited items maintenance crews can implement on their daily rounds.
          • DNV report a problem web-app works very well too! Get a tracking number! No need to wait for next "Debug the Network" collection.

District of West Vancouver - Paul/Peter/Mike

Wildwood Lane bike route

  • There was an article on local resident's concerns about safety along Wildwood Lane in the 24 July edition of North Shore News. Wildwood Lane is part of a designated bike route (purple lines on this map: https://wiki.bikehub.ca/images/6/67/Wildwood_Lane_bike_route_map.jpg) north of Hwy 1 that has a bike route overpass connection south across Hwy 1 at 11th Street. Here is a photo from Google Maps: https://wiki.bikehub.ca/images/5/53/Wildwood_Lane_bike_route.jpg
  • It was proposed by the former transportation planner, John Calimente, that Wildwood Lane be part of a safer bike route ((multi-use path (MUP)) north of Hwy 1 west to Cypress Village from the currently planned MUP crossing of Taylor Way to Westcot Road.
  • Peter sent an email to Jenn Moller, Director of Engineering and Transportation Services, suggesting that it might be helpful to inform residents of plans to extend a MUP from Westcot Road westward along the length of Wildwood Lane.
  • Getting local residents on board with proposed improved active transportation infrastructure can sometimes be a problem but in this case, it looks like that might not be a problem.

E-scooters approved

  • DWV Council voted on July 8 to participate in the BC E-scooter Pilot Project. Paul Stott wrote to Council and spoke at the Council meeting to support the project in principal but noting that the District is seriously deficient in the safe bike routes that e-scooters are obliged to use, and that, despite Council endorsing AT facility expansion as a key element of its transportation strategy, expenditure on AT investments is the lowest on the North Shore in per capita terms with no evident change foreseen in the recently approved 5-year financial plan, and no evident progress with its planned Mobility Study. Meetings with the Directors of the Planning and Engineering Depts are to be arranged in due course.

Ministry of Transportation & Infrastructure - Mike/Don

  • Repeatedly asked HUB's MoTI prime for information on several projects, but no response.
    • List of cycling Gaps in lower mainland region
    • Capilano road underpass design
    • Lynn Valley Rd underpass design
  • Cathy of HUB HQ is organizing meeting with MoTI's AT team, hopefully this month
  • MOTI has asked for an assessment of the performance of their maintenance contractor Miller Capilano
    • Survey will be read aloud for committee members to grade at our May 2/24 meeting.
    • Don Quote "From a cycling perspective this means the highway shoulders from Horseshoe Bay to Capilano road. All road & pedestrian crossing of the highways, Taylor way and the bridges+accesses (on/off ramps)."

Communications & Outreach - Rueben/Paul/Heather

  • let us know if there is something we should communicate about - blocked bike lanes, new infrastructure, etc.
  • Implementation of Strava HUB bike club
  • Twitter (Rueben)
    • Not much happening on Twitter in July.
    • Planning to take some photos of Mt Seymour Parkway and Riverside Drive in Aug.
