HUB North Shore Committee's regular meeting was held Thursday Oct 7th, 2021 at 6:30pm - 8:30pm.

Events

  • Go By Bike Week - Sep 21 to Oct 1
    • Tuesday 29th 4-6pm - 1st and Welch St (CNV) - Rainy so lower attendance.
  • Most are interested in a HUB NS social event - will organize one in Nov/Dec. in shipyards?


City of North Vancouver - Erika/Nadia

Esplanade Complete Street

  • Work has begun and expected to be complete in Summer 2022.
  • One travel lane in each direction will remain open at all times, along with a clear bicycle route in each direction.

Community Wellbeing Strategy

  • The City is developing a Community Wellbeing Strategy to plan for the services, resources, amenities, activities, and places that will help our community thrive. The Strategy will serve as a guide for how to make decisions about social infrastructure over the next 10 years.

Brooksbank Avenue

Moody Avenue

  • Crews are working on a new signal at Moody Ave and 3rd street

St Andrews Safety Improvements

  • Construction on the sidewalks has begun; installation of street calming measures to happen in Fall 2021
  • Proposed design: https://letstalk.cnv.org/st-andrews-safety-improvements-project
    • Uphill mobility lane, cyclists protected behind parked cars, sharing on the downhill
  • Discussion on round-abouts. Green paint? Dangers vs traffic calming. Traffic diverters - ask CNV to measure traffic levels

Gardenworks Redevelopment

  • Site redevelopment has inadequate cycling infrastructure through the site
  • The staff report shows a 3.35m MUP. This means the route cannot be a significant bike route because in this location it will be busy with walkers, strollers, dogs.

CNV/DNV Interfaces

  • City has an upcoming project (design 2022, build 2023) to extend the Spirit Trail along the west side of Lynnmouth Park to 3rd Street where it would connect to Brooksbank Avenue. The intention is to provide a paved and lit path through this area.
  • The City aspires to connect the existing segment of Spirit Trail to the west of Park & Tilford (running along 4th Street at Sunrise Park) with the upcoming segment through Lynnmouth Park, connecting with the Hunter St bridge. There are no short-term plans to complete this connection through, or around, Park & Tilford.

ITC - Dana & Jonathan

  • We had two development projects up for resolution at the Oct. 6 meeting.
    • ITC had recommendations on Bike Room improvements for both (Access with trailers, cargo bikes, ...)

District of North Vancouver - Fred/Don

  • next meeting with Staff in late October
  • Tatlow + W15th
    • Mostly completed - will ask for traffic measurement results, and Avg speeds
    • Discussed letdown at McKay creek end, will ask for a better one.
  • Arborlyn Connector
    • may be delay to spring 2022?
  • Lynn Valley Rd - Mtn. Hwy to Peters Road
    • Design on hold for now
  • Capilano Rd/Highway Underpass MOTI project
    • Ingrid to discuss with MoTI in Sept.
    • Investigating replace the barriers in Phillips tunnel with fence at south end (on DNV roadway) to make entry to Phillips Ave safer


District of West Vancouver - Paul/Peter/Mike

  • Ciclovia
    • At a meeting on 8 September, it was decided not to proceed with the previously planned event for 26 September but instead begin to work toward a similar but more ambitious car-free day event in June of 2022.
    • It was suggested that for this larger event, there would be road closures in Ambleside on Marine Drive and on the 1400 block of Clyde Avenue and the possibility of a bike valet service was mentioned.
  • Bike lanes on Westmount Road
    • Preliminary design for bike lanes to go from Marine drive to #1 highway. Uphill bike lane only. Would need to be built in 2022.
  • Proposed 660 Clyde Avenue development (https://www.660clyde.com/)
    • A significant feature of the plans is a separated bike lane along the north side of Marine Drive from the westbound bridge over the Capilano River to Taylor Way and around the corner -
    • A public hearing is scheduled for 19 October and comments will be received by the developer up to 12 October.

MOTI - Don/Jonathan

  • Lower Lynn Interchanges - Monthly meeting -
    • Mountain Hwy Interchange
      • Have asked for protection for Northbound on Mtn-Hwy at south intersection - MoTI looking into it.
    • Main-Dollarton interchange
      • onramp to IWMB west sidewalk closed until Nov-15 (detour via east sidewalk)
      • new 4m MUP on south side of main-dollarton open but unfinished
        • New wider(was 2m, new 4m) island at East intersection is done,
        • button is in poor location, ask to widen letdown
      • new access ramps to existing tunnel on north side will be rebuild now to late Nov
    • Phibbs exchange upgrade
      • Construction could start in spring 2022 at earliest
  • Cycling Gaps project
    • Submitted comments on draft version of MoTI's Gap's list.
  • Cypress Bowl road safety improvements
    • lower priority but recommended reserver one uphill land for cycling during non-ski season.
    • consider engaging sports clubs?
  • Small projects - maintenance issues
    • Meeting with MoTI's Operations Mgr Oct 14th
      • Phillips ave Tunnel barriers - with DNV
      • Repairs to Paths between Cap bridg , North interchange and Phillips tunnel
      • repairs to MUP south of highway between Pemberton and Westview
      • Cypress bowl road safety improvements
    • Other Items deferred to November meeting


eBike Share

  • HUB hosted eBike seminar and Zach (muni coordinator) presented on NS eBike share
    • will add more bike corals and possibly incentives to encourage people to use them
    • Rain drops usage by about 1/2
    • weekends are highest usage days - recreational cyclists and people trying out eBikes?
    • Usage maps show not just on bike routes, spread all over
