**On 21 July, Peter, Paul and Joe Weiler met with John Calimente to discuss feedback on the Bellevue slow streets implementation and subsequent phases of slow streets implementation.
* New sharrows on the Welch street bridge but wrongly placed to the side of the traffic lanes contradcting the take-the-lane signage.
**John informed us that consideration and implementation of the next phases of slow streets, beyond Phase 2, including loops through Ambleside and Dundarave, has been postponed until next year due to insufficient resources available.
* Festival street on 14th between Bellevue and Marine Drive is under construction with a much wider sidewalk on the west side but it looks like parking on both sides so no accommodation for cyclists even though 14th Street is part of the cycling network.
**Having not heard from the Ambleside Dundarave Business Improvement Association (ADBIA), nor the District, we assume that consideration of plans for a Ciclovia for West Van has also been postponed until next year.
* Paul and Peter were at the the BTWW station at the north end of the Lions Gate Bridge on 28 September and counted 451 cyclist between 4-6 pm.
**On 27 July, we received an email for our comment from John Calimente with proposed routes for future slow streets, including a phase 3 route in 2021 along Duchess/Esquimalt/Haywood Avenues.
* The northern most block of Royal Avenue in Horseshoe Bay is under construction as part of a streetscape project
**Just after the BC Day holiday weekend, Phase 2 of slow streets was implemented extending the Bellevue Avenue slow street signage to 31st Street along a route south of the railway tracks (http://wiki.bikehub.ca/northshore/images/3/37/31st_and_Proctor_slow_streets_westward_extension_2020-08-06_IMG_3010.jpg.
* 30 km/he speed limit now on Fulton Avenue which is on the bike network.
*On 16 July, at a public hearing, West Van Council, in a 4-3 decision, decided to allow Park Royal to proceed to the next step in their proposed addition of 95 rental units to the Gateway Residences development. Both Paul and and Peter had previously written to the mayor and council in support of the additional 95 rental units and mentioning our satisfaction with the inclusion end-of-trip cycling facilities and the storage of a Cycling Without Age trishaw. Peter intervened by telephone in support of the proposed addition at the public hearing.
*3rd annual 20-in-20 Infrastructure Challenge - on 23 July Evan Hammer at HUB HQ sent to John Calimente the 20 suggested minor cycling infrastructure improvements that Paul and Peter had proposed.
*In the 27 July email, John Calimente provided for our comment proposed changes to the West Vancouver bike network. This process of revising the West Van bike network map complicates our provision of input to update the HUB State of Cycling map.
*Cypress Village - the community consultation process got underway in July in the context of Planning for the Upper Lands (https://www.westvancouverite.ca/upperlands). More detailed information and analysis will be added to the webpages throughout July and August, and there will be opportunities for small group discussions as well as a public survey.

    • 3 "Knowledge HUBs' instead of Celebration stations
      • Monday - Lion's Gate Bridge, N Side - 451 people on bikes went by
      • Tuesday - 1st and Welch St (CNV) - 376 cyclist went by, with 143 of those stopping at the booth
      • Thursday 1st - Ironworkers (DNV) - 244 cyclist went by, with 83 of those stopping at the booth


City of North Vancouver - Erika/Heather

  • Esplanade block from Lonsdale to Rodgers
    • Staff acknowledge this block is not working. They will remove street furniture and try planters to separate cycling path from walking path.
  • Esplanade Long Term
    • COVID and staffing capacity has pushed back consultation timeline, along with need to give leadership confidence in proceeding forward — it’s an expensive and significant project. Strong recommendation to do more legwork, which they have done and continue to do, making sure key stakeholders are included
    • After looking at other options, staff recommend that Esplanade is the most efficient, logical and connected cycling route in terms of commercial and transit access
    • Initial stakeholder engagement w/ Lower Lonsdale BIA, NV Chamber of Commerce, TransLink departments incl. Major Road Network folks, Port of Vancouver, BC Trucking Associations, CNV Ops and Fire Departments, and HUB of course. Discussed what is and isn’t working well for those groups + various tools within the Complete Street toolbox. Some agreement between them on what doesn’t work well which includes the perspective of cyclists.
    • Stakeholders preferred each user group to be separated. Drivers and cyclists often feel uncomfortable side-by-side. Truck drivers say they slow down quite considerably and feel quite stressed — lots going on there. Don’t want to create more conflicts between fast-moving cyclists and people walking.
    • Parking: Off-street parking identified by BIA, CoC as key opportunity to look at more; move more of the parking demand into those off-street lots that have a lot of availability.
    • Oct 5: Council endorsed complete street for Esplanade
    • Timeline: Fall 2020 Community engagement followed by detailed design in winter and more engagement coming winter-spring 2021; finalize design based on community feedback, in spring 2021; construction to begin in summer/fall 2021 (subject to funding and external grants — need to know they have the $ before they start construction)
  • 1st Street / 2nd Street Corridor
    • Parking protected on N side. Where no parking, concrete barries to separate bike path. Southside, concrete barriers as well. There's a number of driveways so quite a bit of green paint and other elements to highlight areas of potential conflict. Updated design on the project at https://letstalk.cnv.org/west-1st-bike-lane-upgrade
    • Will complete most of the work in off-peak hours. Have done some of the paving work already including some work on the bridge that connects 2nd to 1st (smoother entry and exits)
    • Timeline: End of Oct beginning of Nov substantially completed
    • In 2023 LEC will connect to the wastewater treatment plant and 1st will be repaved.The City should be able to keep most of what we build now and then have the opportunity to re-assess in 2 years

District of North Vancouver - Don/Ryan

  • 1st Avenue West
    • Parking protected bike lane once. Treatment plant construction allows. Will be coordinated with City design.
  • LV rd & E 29th
    • Reduced fast lane width on Lynn Valley Road allowed a 0.3m bike lane buffer space after repaving. Will install permanent style plastic posts this fall. This will allow passing as the cycle lane is only 1.5m
    • Plastic post should be installed in the ext month or two install on East 29th as well
    • Public consultation for Upper Lynn Valley Road bike lane postponed until at least the fall
  • DNV Priority Bike Network Engagement
    • The received over 1000 inputs to the survey. Should get results in the next couple weeks
    • Plan to present priorities to Council at Nov 9th meeting.
    • Requested a review prior to this presentation
  • Marine / Mcguire pinch point
    • DNV reviewing internally to see what can be done with the space available.
  • Lower Lynn Wayfinding signage
