Heather McCauley/ Dimitri (Pottinger Bird) presented. They have been working with the Moody TOD group to design the framework of what the Moody Centre area is going to look like. A couple of landowners including PCI are working on a proposal for the area on Spring Street just north of Spring and east of SkyTrain. Towards this project specifically, they have been working with Tims Welsh and Davidson from the HUB consulting arm.<br />

PCI has also been working on TOD in Surrey (King George) and Vancouver (Marine Gateway)<br />
<br />
Some features of the project:<br />
<br />
*primarily rental, 0.5 parking spaces per unit.<br />
*5% below market, ~30 stories<br />
*Low cost Artists studios coming back, fronting on Slaughterhouse Creek (daylit)<br />
*Pedestrian oriented Spring Street<br />
*Pedestrian bridge across RR/Skytrain to connect with a PCI development on the other side<br />
*More trees and street stuff<br />
*Transit plaza to improve on the existing Moody Centre SkyTrain<br />
*Grocery store fronting on the trainsit plaza<br />
*Carsharing? Micromobility? There will be eight Modo spaces on L1, accessible to people who don't live in the building<br />
*1400 bike parking stalls initially proposed. Since then they engaged the HUB consulting arm to find out why such facilities have been unused around other PCI developments. Enhanced security, etc.<br />
*Moving most residential parking stalls down to P4 and providing a dedicated bike elevator with key fob entry etc.<br />

HUB is an organization in the Greater Vancouver area whose mission is to get more people cycling more often. HUB's main office is in Vancouver, but we do advocacy all over the GVA. HUB has volunteer Local Committees in most GVA locations.<br />

The Tri-Cities, Belcarra and Anmore Local Committee of HUB works specifically in the Tri-Cities (Port Moody, Port Coquitlam and Coquitlam), plus the villages of Belcarra and Anmore.<br />

== The challenges of bike advocacy in the Tri-Cities + Belcarra + Anmore ==<br />

Bike advocacy in the Tri-Cities is tricky, because there are a lot of different governing bodies that make decisions about cycling infrastructure out here. Coquitlam, Port Coquitlam and Port Moody have separate municipal governments and engineering staffs, with different sets of priorities. The villages of Belcarra and Anmore, two very popular cycling destinations, are in the picture too. The provincial government's Ministry of Transportation Infrastructure (MOTI) manages some of our most critical bike connections, such as the Pitt River and Port Mann bridges. Finally, Metro Vancouver plans and maintains bike infrastructure in Metro parks, such as the Sheep Paddock Trail in Colony Farm Regional Park. <br />

Having all these distinct groups involved in cycling infrastructure has created a tendency towards infrastructure that peters out as it meets the limits of the current jurisdiction. The HUB Tri-Cities Local Committee is focused on counter-acting this tendency, and creating as much integration and cohesion as possible. Very few of us spend all their cycling time in just one city, on routes that just one organization plans and maintains. We travel around the Tri-Cities and the region all the time. We need usable and connected infrastructure that goes everywhere.<br />

HUB is an organization in the Greater Vancouver area whose mission is to get more people cycling more often. HUB's main office is in Vancouver, but we do advocacy all over the GVA. HUB has volunteer Local Committees in most GVA locations.<br />

The Tri-Cities, Belcarra and Anmore Local Committee of HUB works specifically in the Tri-Cities (Port Moody, Port Coquitlam and Coquitlam), plus the villages of Belcarra and Anmore.<br />

Bike advocacy in the Tri-Cities is tricky, because there are a lot of different governing bodies that make decisions about cycling infrastructure out here. Coquitlam, Port Coquitlam and Port Moody have separate municipal governments and engineering staffs, with different sets of priorities. The villages of Belcarra and Anmore, two very popular cycling destinations, are in the picture too. The provincial government's Ministry of Transportation Infrastructure (MOTI) manages some of our most critical bike connections, such as the Pitt River and Port Mann bridges. Finally, Metro Vancouver plans and maintains bike infrastructure in Metro parks, such as the Sheep Paddock Trail in Colony Farm Regional Park. <br />

Having all these distinct groups involved in cycling infrastructure has created a tendency towards infrastructure that peters out as it meets the limits of the current jurisdiction. The HUB Tri-Cities Local Committee is focused on counter-acting this tendency, and creating as much integration and cohesion as possible. Very few of us spend all their cycling time in just one city, on routes that just one organization plans and maintains. We travel around the Tri-Cities and the region all the time. We need usable and connected infrastructure that goes everywhere.<br />

Oakdale update: Development is coming. Dragana spoke to the Oakdale neighborhood association as someone who bike through the neighborhood but hasn't received any response. <br />
A MUP is supposed to happen on North Road, through the dip, but on the Coquitlam side. Oakdale Neighborhood Association and Coquitlam council are interested in seeing it go in on the Burnaby side, insted, where there are no intersections.<br />
<br />
Coquitlam: Key performance indicator for biking: 70 percent of people within 400 meters of a bike route. Dragana was interested in whether this meant a "safe bike route". <br />
Coquitlam claimed that 76 percent of people in the muni live within 400 meters of a bike route.<br />
Dragana couldn't get them to share their methodology. She is interested in doing her own project to gauge where people in Coquitlam live in relation to bike routes.<br />
<br />
Colin Most respondents to HUB's municipal election survey were positive about eliminating parking minimums. We should try and work on this as it's a very exciting idea.<br />

Project objectives: safety, active transportation corridor, nix illegal parking<br />

Needs assessment: no dedicated space for walking/cycling, parking situation makes this worse. Area has high transit use.<br />

Four key improvement areas: <br />
# Bedwell Bay Road <br />
# White Pine Beach Road intersection<br />
# Floatwalk access<br />
# Tum Tumay Wheuton intersection.<br />
<br />
Bedwell Bay Road may get concrete barrier separating bidirectional MUP, like some sections of Spirit Trail in Nvan<br />
Or else unidirectional ped/cycling facilities on either side, separated by TBD delineators<br />
<br />
Currently, planning team has run a quick sanity check on both options and identified some areas where achieving exact<br />
objectives may not be possible. Bidirectional path has a little more flexibility to reduce width while remaining usable <br />
<br />
(can go down to 2.7 while retaining Translink funding)<br />
<br />
Geoffrey: Translink is not likely to fund this, as it's pretty rural. But too early to talk about this.<br />

Jeff and RAC assisted NOTI in creating Gap priority lists.<br />
MOTI study said best solution is on Coquitlam property.<br />

Jeff thought that Lougheed is clearly the most direct.<br />
They did spend some time thinking about going behind the big box stores.<br />

Bowser/ Sasamat fire road around the east side of the lake is a viable route, it's just extremely bumpy and poorly drained.<br />

The connection is supposed to use a section of the Donald bike path that is to be built for bikes only.<br />
